Building a bright future for our country's youth may be difficult, but guiding the youth to do so is entirely possible. To accomplish this, the Government of India established the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), which is administered by the Ministry of Skill Development and Entrepreneurship (MSDE) and implemented by the National Skill Development Corporation (NSDC).


PMKVY 3.0 was launched across the country in early 2021, with enrollment closing on December 30, 2021.


PMKVY enables the country's youth to receive industry-relevant skill training, which helps them improve their lifestyle. This scheme aids in the improvement of daily wage earners' working efficiency by distributing monetary rewards and awards, followed by free skill training to the country's youth.

PMKVY - 3.0

The Ministry of Skill Development and Entrepreneurship (MSDE) launched the third phase of its flagship scheme, Pradhan Mantri Kaushal Vikas Yojana, on January 15, 2021. (PMKVY 3.0). PMKVY 3.0 will thrive to encourage and promote skill development across the country in order to meet market demands, address industry needs, and bestow services skills. This scheme will be implemented and structured in a more decentralised manner, with assistance from states/UTs and districts.


PMKVY 3.0, which is aimed at Indian youth aged 15 to 45, has a budget of Rs. 948.90 crores and plans to benefit over eight lakh candidates in FY 2020-2021.


PAN-India, skill training will be provided in three main categories, which are as follows:

  • Short Term Training (STT)
  • Recognition of Prior Learning (RPL)
  • Special Project (SP)


Key Components of PMKVY

A) Short-term Training

PMKVY has a number of Training Centers (TCs) that offer training in areas such as entrepreneurship, soft skills, financial and digital literacy, and so on. This training programmer has benefited a large number of candidates, including unemployed individuals and high school or college dropouts. The training programmers are governed by the National Skills Qualification Framework (NSQF). The training programmer typically lasts between 150 and 300 hours.


B) Prior Learning Recognition (RPL)

RPL is a process that evaluates an individual's existing skill set, knowledge, and experience gained through formal or informal learning. Individuals with prior learning experience or skills are evaluated through the PMKVY scheme's Recognition of Prior Learning (RPL). Currently, over 6 lakh people are RPL certified, and Project Implementing Agencies (PIAs) offer bridge courses to fill knowledge gaps and prepare them for current market conditions.


Reasons to Select RPL

  • It is free; there is no cost to participate in the RPL programme.
  • Each successfully certified candidate receives INR 500.
  • Candidates will receive three years of free accidental insurance coverage.
  • RPL provides candidates with a government certificate for their skills.
  • Individuals learn about financial and digital literacy concepts.

C) Special Projects

Training is provided in special areas or premises of Government bodies, industry bodies, and corporate offices as part of the special project component. Special job roles that are not defined by available Qualification Packs (QPs)/National Occupational Standards will receive training (NOSs). The terms and conditions differ slightly from the short-term training provided by PMKVY to any stockholder. The primary goal of Special Projects is to encourage training in society's most vulnerable and marginalized groups.

D) Kaushal and Rozgaar Mela

Training Partners organises the Kaushal and Rozgar Mela every six months, with media coverage. PMKVY priorities the involvement of target beneficiaries through a specific mobilization process. Training Partners must actively participate in National Career Service Melas and on-the-ground activities.

E) Placement Assistance

Individuals certified under this scheme can find work through PMKVY's training partners. Entrepreneur development should also be supported by training partners.


The candidate is considered placed if he or she meets the following criteria:

  • within 90 days of certification, andidate is certified and placed
  • Candidate has completed three months of regular employment (self/wage).
  • Candidates placed in wage employment earn at least the minimum wage or more, as defined by state employment guidelines.

F) Continuous Monitoring

Em paneled inspection agencies can use self-audit reporting, call validations, surprise visits, and monitoring through the Skills Development Management System to maintain high quality standards (SDMS). The visiting Inspector is aware of the batch timing for a specific center and will visit during batch hours to ensure compliance with PMKVY 2016-20 guidelines.

G) Standard Branding & Communication

All Training Centers must brand their promotional and center activities in accordance with the guidelines. Training Centers must also promote activities at their facilities on various social media platforms. The scheme's related guidelines will be issued separately.

After completing the skill training, the individual can either start his or her own business by obtaining a business loan or begin a new job by utilising the new skill set obtained from PMKVY. Under the Mudra scheme, business loans are easily available, with loan amounts ranging from Rs. 50,000 to Rs. 10 lakh to meet the needs of the country's youth.

2022 Year End Review of PMKVY 3.0

According to the Ministry of Skill Development and Entrepreneurship, over the last year, more than 7.36 lakh candidates were trained under (PMKVY) 3.0, and 1.20 lakh candidates were trained under the Customized Crash Course programmer for COVID warriors.


  • In 2022, 2.28 lakh students will be enrolled in 1957 Skill Hubs.
  • 10,000 working women and ITI girl students are receiving self-defense training.
  • 116 government ITIs have been approved to run drone courses. The first ever convocation for more than 14000 ITIs at the national, state, and ITI levels will be held on September 17, 2022, for more than 8.5 lakh trainees with a virtual participation of 1.1 million.
